Major Special Event 2022-127 (Staff: Janice Etter, Senior Principal Planner). Location: Veteran’s Park, 40870 Big Bear Blvd (APN 0308-151-55 & 0309-011-29) Community Church Big Bear, 40946 Big Bear Blvd (APN 0309-011-30). Applicant: Visit Big Bear/Resort Association. Representative: Will Weisfeld. A Major Special Event application for a Fall concert series, which is a free, live, outdoor music concert series on Saturday afternoons in Veterans Park, with food and beverages, including beer and wine served in the public parking lot. The adjoining Community Church parking lot will also be used for additional vendor booths, and vendor and staff parking. However, alcohol service will be confined to the City’s public parking lot and no alcohol will be allowed in Veterans Park or on the Community Church property. The anticipated vendors are local restaurants, businesses, and local service organizations.

Variance 2022-104 (Staff: Janice Etter, Senior Principal Planner). Location: 808 Peninsula Lane (APN 0306-055-04). Applicant: Theron Keahi Arena. A Variance requesting to encroach seven (7) feet into the front setback and eight (8) feet into the rear setback area with the construction of a new, two-story single family residence on the 2,913 square foot lot.

Conditional Use Permit 2022-052 (Staff: Andrew Mellon, Principal Planner). Location: 41595 Big Bear Boulevard (APN 0309-162-13 & 14). Applicant: Desi Hauer. A Conditional Use Permit application has been submitted requesting to operate a new Big Bear Off-Road Experience headquarters location. This project proposes to construct a two-story commercial building consisting of an office, souvenir gift shop, operations offices, conference rooms, and a maintenance facility at the rear of the building. This project includes a large demonstration area that will replicate a mountain creek environment setting. This area will be a training course to provide instructional driving tips for customers before they leave for the forest trails. The property is located at 41595 Big Bear Boulevard, Assessor’s Parcel Numbers 0309-162-13 & 14, in the Commercial General (C-2) zone.

General Plan Amendment 2021-19 (2021-2029 Housing Element) and Development Code Amendment 2022-046 (Housing Element Implementation) (Staff: Susan O’Strander, Director of Community Development). General Plan Amendment 2021-019 and Development Code and Zoning Amendment 2022-046 propose an update to the General Plan Land Use and Housing Elements, and corresponding zoning amendments. The project will establish a new land use designation, High Density Multiple Family Residential, and a corresponding R-4 zone on 6 parcels, referred to as Assessor’s Parcel Number (APN) 311-411-13, 311-411-17, 311-421-02, 311-421-03, 311-421-39, and 2328-301-25. The 6 parcels were identified in the 4th cycle (2008) and 5th cycle (2013) Housing Elements adequate sites inventory, which established an overlay that allows a minimum of 20 units per acre on the sites. The project will replace the overlay with the R-4 zone and create a maximum density of 24 units per acre on the 6 sites.
