Vehicle Miles Traveled (VMT) Thresholds of Significance (Continued item from12/1/21). Location: Citywide. Applicant: City of Big Bear Lake. Representative: Susan O’Strander, Director of Community Development. Vehicle Miles Traveled (VMT) thresholds of significance have been prepared by the City of Big Bear Lake for the purpose of analyzing transportation impacts under the California Environmental Quality Act (CEQA). The proposed thresholds will be used to determine the potential for significant effects on the environment relating to transportation impacts as required by Senate Bill (SB) 743. SB743, which became effective July 1, 2020, changes the way transportation impacts are evaluated under CEQA, replacing motor vehicle delay (measured by level of service or LOS) with VMT as the new metric. The City of Big Bear Lake has prepared new VMT thresholds to support this shift.

Major Modification 2021-151. Location: 560 Bartlett Road (APN 308-163-53). Applicant: Blu Croix Ltd. Representative: Ruth Lorentz, Principal Planner. The applicant requests a modification to the conditions of approval placed on Tentative Parcel Map 19227, which was conditionally approved by Planning Commission Resolution PC2009-25. The requested modification would remove conditions of approval No. 10 and 14, requiring street improvements to accommodate on-street parking spaces for the vacant building at 560 Bartlett Road. The request is due to the City’s adoption of Ordinance 2018-463, which established an exemption for on-site parking requirements for Village properties located within 800 feet of a public parking lot. The applications are also requesting a waiver for filing and recording a final map, pursuant to Municipal Code Section 16.07.10.
